I dunno but I think this is the neatest thing about Fallout because for me it really creates a mysterious atmosphere in the game.. Just read through some of these. The coolest one is the UFO Crash, I really want to to happen to me and I think I might've missed it :(Fallout 3 random encounters :D
if your luck is really high your much mored likely to get the encounters
